Kar\u015f\u0131la\u015ft\u0131r\u0131labilir zaman dilimlerinde\u00a0 g\u00f6zlemlenen do\u011fal iklim de\u011fi\u015fikli\u011fine ek olarak, do\u011frudan ya da dolayl\u0131 k\u00fcresel atmosfer bile\u015fimini olumsuz y\u00f6nde etkileyen insani faaliyetler (antropojenik) sonucu iklimde olu\u015fan ve gittik\u00e7e globalle\u015ferek art\u0131\u015f g\u00f6steren de\u011fi\u015fikliklerdir.<\/p><p>Bilindi\u011fi gibi k\u00fcresel sera gaz\u0131 (CO<sub>2<\/sub>-CH<sub>4<\/sub>-N<sub>2<\/sub>O-H<sub>2<\/sub>O buhar\u0131-O<sub>3<\/sub>-CFC-vb.) emisyonlar\u0131n\u0131n yakla\u015f\u0131k %80\u2019inden sorumlu \u00fclkeler <strong>G20<\/strong> \u00fclkeleri olarak bilinen ekonomileri en g\u00fc\u00e7l\u00fc ve m\u00fcdahale edebilme g\u00fc\u00e7leri de en y\u00fcksek olan \u00fclkelerdir.<\/p><p>\u0130klim de\u011fi\u015fikli\u011finden en \u00e7ok etkilenecek k\u0131r\u0131lgan bir co\u011frafyada olan T\u00fcrkiye\u2019miz ne yaz\u0131k ki a\u015f\u0131r\u0131 hava olaylar\u0131 olarak nitelendirilen afetlere en \u00e7ok maruz kalan \u00fclkelerden birisidir.<\/p><p>1981-2010 y\u0131llar\u0131 aras\u0131nda T\u00fcrkiye\u2019nin ortalama s\u0131cakl\u0131\u011f\u0131 13.5<sup>0<\/sup>C iken, 2021 y\u0131l\u0131nda bu de\u011fer 14.9<sup>0<\/sup>C\u2019a y\u00fckselmi\u015ftir. Buna mukabil 2021 y\u0131l\u0131 a\u015f\u0131r\u0131 hava olaylar\u0131 (sel,kurakl\u0131k,orman yang\u0131n\u0131,erozyon vb.) say\u0131s\u0131 itibariyle 1024 adet iken,2022 y\u0131l\u0131nda azal\u0131\u015f g\u00f6stermeden 1030 adete y\u00fckselmi\u015ftir. Gerek can gerek se mal ve ekonomik kay\u0131plar art\u0131k ciddi ve acil \u00f6nlemlerin al\u0131nmas\u0131 gereklili\u011fini bir kez daha ortaya koymu\u015ftur. D\u00fcnya genelinde ise \u00f6zellikle geli\u015fmemi\u015f ekonomik a\u00e7\u0131dan s\u0131k\u0131nt\u0131 \u00e7eken \u00fclkeler (Afrika \u00fclkeleri) <strong>kay\u0131p<\/strong> ve <strong>hasar<\/strong> konusunda \u00e7ok a\u011f\u0131r bedeller \u00f6demi\u015f ve \u00f6demeye de devam etmektedirler.<\/p><p>COP 21 olarak bilinen ve 2015 y\u0131l\u0131nda yap\u0131lm\u0131\u015f olan <strong>Paris \u0130klim Antla\u015fmas\u0131<\/strong> k\u00fcresel \u0131s\u0131nmay\u0131 1.5 <sup>0<\/sup>C\u2019da frenleyip gittik\u00e7e azalt\u0131lmas\u0131 suretiyle 2045 y\u0131l\u0131na kadar \u0130KL\u0130M N\u00d6TR \u00fclke stat\u00fcs\u00fcnde t\u00fcm \u00fclkelerin hassasiyet g\u00f6stermeleri gerekti\u011finin alt\u0131n\u0131 \u00e7izmi\u015ftir. T\u00fcrkiye bu konuda 2053 y\u0131l\u0131 i\u00e7in iklim n\u00f6tr ( net s\u0131f\u0131r emisyon) \u00fclke taah\u00fct\u00fcnde bulunmu\u015ftur.<\/p><p>\u0130klim de\u011fi\u015fikli\u011fine %70\u2019lik bir katk\u0131 pay\u0131 olan enerji sekt\u00f6r\u00fcnde fosil yak\u0131tlar\u0131n terk edilerek, yenilenebilir enerji alternatifleri ile ciddi anlamda karbonsuzla\u015ft\u0131rma faaliyetleri olmad\u0131\u011f\u0131 s\u00fcrece taahh\u00fctlere global boyutta ula\u015f\u0131lamayaca\u011f\u0131 da net bir durumdur.<\/p><p>BAE nin ba\u015fkenti olan DUBA\u0130\u2019de 2023 de yap\u0131lan COP 28 \u2018de, geli\u015fmekte olan \u00fclkelerin yaln\u0131zca <strong>uyum<\/strong> i\u00e7in ihtiya\u00e7 duydu\u011fu finansman\u0131n 2030 y\u0131l\u0131na kadar 160-340 Milyar Dolar ve 2050 y\u0131l\u0131na kadar ise 315-565 Milyar Dolar olaca\u011f\u0131 ve bunun yan\u0131 s\u0131ra a\u015f\u0131r\u0131 hava olaylar\u0131na maruz kalan \u00fclkelerin UYUM ve ZARAR FONU haricinde K\u00fcresel \u00c7evre Fonu, Adaptasyon Fonu, Ye\u015fil \u0130klim Fonu gibi fonlar\u0131n acilen olu\u015fturulmas\u0131 gerekti\u011fi de bildirilmi\u015ftir.<\/p><p>K\u00fcresel \u0130klim De\u011fi\u015fikli\u011finin gittik\u00e7e daha da belirginle\u015ferek olumsuz y\u00f6nde artan etkileri; yer alt\u0131 ve yer \u00fcst\u00fc zenginliklerimizin (do\u011fal kaynak) azal\u0131\u015f\u0131n\u0131n yan\u0131 s\u0131ra madalyonun bir di\u011fer y\u00fcz\u00fc olan <strong>biyo\u00e7e\u015fitlilik kayb\u0131<\/strong> ile ekosistem dengelerinin h\u0131zla bozulu\u015fu, kurakl\u0131k ve \u00e7\u00f6lle\u015fme sonucu a\u00e7l\u0131k ve yoksullu\u011fun inan\u0131lmaz h\u0131zlarda art\u0131\u015f\u0131 gibi ciddi sorunlar ekonomi ve ekonomik modelleri de sorgular hale getirmi\u015ftir.<\/p><p>Ayr\u0131ca s\u00fcrd\u00fcr\u00fclebilir bir \u015fekilde devam eden <strong>SIFIR ATIK<\/strong> Projemiz ile, 2035 y\u0131l\u0131na kadar at\u0131klar\u0131n geri kazan\u0131m\u0131 ile d\u00f6ng\u00fcsel ekonomiye kazand\u0131r\u0131lmas\u0131 oran\u0131n\u0131n %60\u2019lara \u00e7\u0131kar\u0131lmas\u0131 hedeflenmi\u015ftir.<\/p><p>Do\u011frusal ekonomi modelinin tamamen terk edilerek, S\u0131f\u0131r At\u0131k Mottosu kapsam\u0131nda d\u00f6ng\u00fcsel ekonomi modeline ge\u00e7i\u015fle beraber end\u00fcstriyel simbiyoz kavram\u0131 da \u00e7ok daha derin anlam kazanm\u0131\u015ft\u0131r.<\/p><p>S\u00fcrd\u00fcr\u00fclebilir yakla\u015f\u0131mlar\u0131n art\u0131k kesin bir zorunlulu\u011fa d\u00f6n\u00fc\u015ft\u00fc\u011f\u00fc g\u00fcn\u00fcm\u00fcz ko\u015fullar\u0131nda; \u00fcretimden t\u00fcketime t\u00fcm tedarik zinciri s\u00fcre\u00e7lerinde D\u00d6NG\u00dcSEL EKONOM\u0130 modellerinin uygulanmas\u0131 art\u0131k ciddi bir zorunluluktur.<\/p><p>Unutulmamas\u0131 gereken en \u00f6nemli ayr\u0131nt\u0131lardan birisi de, \u00fclkelerin at\u0131klar\u0131n\u0131n o \u00fclke i\u00e7in art\u0131k kritik ve stratejik hammadde oldu\u011fudur.<\/p><p>T\u00fcm bu tespitler e\u015fli\u011finde \u00e7evresel bilincin art\u0131r\u0131lmas\u0131 ad\u0131na <strong>5 Haziran D\u00fcnya \u00c7evre Fark\u0131ndal\u0131k G\u00fcnlerinin<\/strong> ehemniyetinin fark\u0131nda olunmas\u0131
