FUNDAMENTAL CHANGE IN THE ORGANIZATIONAL STRUCTURE OF ATATÜRK UNIVERSITY

Within the scope of the New Generation University Design and Transformation Project, Atatürk University Differentiation Strategy was created based on the Presidential Government System and the New YÖK Vision harmonization studies.

In this context, as the location choice of Atatürk University, it was envisaged to integrate education, research and contribution to society within the framework of the vision of a new generation university. With this integration, it was aimed to create the multiplier effect in the three missions of Atatürk University and thus to expand the influence of the university. In order to achieve this integration, a multi-dimensional project approach was developed with a 7-layered managerial approach.

With a seven-layer managerial approach; In addition to the preparation of the Strategy Plan, the Performance Management System was created; the Assignment and Promotion Criteria were updated; the Award and Incentive System was restructured, and the YÖKAK Quality Criteria Monitoring Mechanism was established. Finally, the University governance structure has been updated according to these 7 layers, based on mission-based task distributions instead of unit-based task distributions.

Efforts for Transition to 7-Layered Governance Model Started

In this context, the transition to the 7-Layered Governance Model, which is one of the important breaking points in the history of Atatürk University, was initiated and the unit managers were informed about the necessary arrangements. Information and visuals about the methodology of the aforementioned governance model, the distribution of tasks and positioning preferences of the senior management team of the Rectorate were sent to all personnel by e-mail to inform them.

Rector Prof. Dr. Ömer Çomaklı stated that within the scope of Atatürk University New Generation University Design and Transformation Project, system designs for education, research and social contribution mission areas have been completed, and the second phase works of the project in question continue without slowing down. Stating that within the framework of the Seven Layered Governance Model of Atatürk University, a more participatory and transparent management approach has been adopted, Rector Çomaklı emphasized that the Science and Target Coordination Boards foreseen to be established in the new structuring will perform very important functions.

Rector Çomaklı thanked the participants of the Search Conferences and the technical team for their contribution to the development of the 7-Layered Governance Model, in which radical changes will be made in the university's management organization, and wished the new structuring to be beneficial to the region and Atatürk University.
