TRAINING SEMINAR ON PUBLIC FINANCIAL MANAGEMENT INFORMATION SYSTEM WAS ORGANISED

Atatürk University organised a training seminar for the administrative and financial staff carrying out revolving fund transactions on Expenditure Management System, Integrated Public Financial Management Information System, Movable Property Registration and Management System through the training personnel requested from the Ministry of Treasury and Finance General Directorate of Accounting.

In the information made by the Ministry of Treasury and Finance General Directorate of Accounting, it was explained that the main purpose of the project is to provide the automation systems used in the processes related to financial transactions from the initiation of budget law preparations to the enactment of the final account in the Turkish Grand National Assembly with new technological opportunities such as electronic documents, electronic signatures, automatic accounting and to establish a process-oriented integrated information system infrastructure for the financial management system.

The Training Provided Has Many Benefits for the Public Interest

This system, which is formed by integrating the Revolving Fund Financial Management System (DMIS) works and transactions of Revolving Fund Enterprises affiliated to universities into the Integrated Public Financial Management Information System (BKMYBS), has many benefits such as ensuring unity of application in business and transactions, preventing public losses that may arise from the application, increasing the level of control in expenditure processes and improving financial reporting opportunities in the public sector.

The trainers, who carefully emphasised important issues in the training, shared some information about the collateral transaction. As a result of the information they provided: ‘As you know, revolving funds are not covered by e-security. An infrastructure work is required for the records to automatically fall into the accounting as in the special budget side. We have made a request to the Public Procurement Authority for this work and work on this issue is ongoing. In a short time, the guarantees will be automatically entered into the accounting system’ and stated that the transactions will be more practical thanks to this system.

The participants, who stated that they had information on many important issues by attending the seminar, said that they had a very useful training by getting answers to their questions about the system.

In the training organised for the Integrated Public Financial Management Information System (BKMYBS), intensive participation was provided from 11 universities in the Eastern Anatolia Region. The training was held at Atatürk University Continuing Education Application and Research Centre (ATASEM) between 08-10 May with an integrated programme lasting 24 hours in total.
